Abstract

The Municipal Personería de San José Del Guaviare is studied as an Entity of the municipal order which is responsible for ensuring compliance with the Constitution, laws, agreements and court rulings. And who complies with the provisions of Law 1474 of 2011, within the framework of the national policy to combat corruption and strengthen ingende the attention to the citizen, for which the present work has been elaborated.

Human rights are rights that citizens possess. These privileges are the guidelines that guide human coexistence and have as a starting point the principles of freedom and equality. Despite the existence of a broad national, regional, and international device for the defense of men's rights, there is no absolute respect for them. In many countries there are violations of human rights. Terrorism, repression, censorship, discrimination, misery and transgressions of children's rights are the main violations suffered by human rights and it should be noted that none of the aforementioned actions is more important than another.

From there, we see that many of the citizens do not abide by, ignore or simply do not resort to declaring these victimizing facts, perhaps because of fear, due to scarce resources, etc., but for defense entities such as the Municipal Personnel they oversee these fundamental rights, Therefore, it is necessary to know the problems that citizens are going through and effectively help them with the different legal tools. And that the municipal personality of San José Del Guaviare is addressed to the community of the rural area that cannot access the urban area.

Likewise, legal training and business workshops for these communities are proposed and developed with a differential approach to the victim population and in general, to know their concerns to address them who with these trainings and workshops know their rights as victims or simply or as citizens , thus improving the service to the user in the Municipal Office.
